Bed bugs in Manchester student lets and rented homes

In a shared house, bed bugs in one bedroom are rarely the end of it. One planned treatment of the whole house, with every tenant preparing at the same time, costs less than treating room by room as the bites move along the landing.

A five or six-bedroom student house typically costs £450 to £950 for a spray course or £1,400 to £2,200 for heat.

Who usually deals with it

The landlord usually arranges it when

  • The house is shared, so one tenant cannot treat their own room in isolation.
  • Bugs turn up in the first weeks of a tenancy, pointing to a problem that was there before the tenant moved in.
  • Neighbouring flats or rooms are affected as well.
  • The infestation is serious enough to make the home unfit to live in. The government guide for tenants explains what landlords in England must put right.

A tenant may be asked to pay when

  • Bugs appear in a self-contained flat well into a tenancy and are clearly linked to something the tenant brought in, such as a second-hand bed.
  • The tenancy agreement says so in plain terms. Even then, a whole-building problem is the landlord's to sort out.

Treating a whole student house

A typical plan for a five or six-bedroom terrace in south Manchester. The aim is every room treated together, so the bugs have nowhere to retreat to.

  1. Day 0

    Report in writing

The tenant emails the landlord or agent with photos and dates. The landlord books an inspection of every bedroom and the lounge.

  2. Day 1 to 5

    Inspect and plan

Affected rooms are mapped. The technician gives the method, the number of visits and one fixed price for the whole house.

  3. Day before

    Everyone prepares

Each tenant washes bedding and clothes at 60°C, dries them hot and bags them, and clears their floor. One room skipped can undo the whole job.

  4. Visit 1

    Whole-house treatment

All bedrooms and shared rooms in one go. Tenants stay out for the time the technician gives.

  5. Day 14 to 28

    Follow-up visits

The second spray visit catches bugs hatched since the first; a third only if signs remain. After heat, one check visit.

Licensing and the condition of a let

Most student houses in Manchester are houses in multiple occupation. Large HMOs with five or more people forming two or more households need a mandatory HMO licence, and Manchester City Council runs additional and selective licensing schemes in parts of the city, set out in its private rented sector licensing policy. Licence conditions include keeping the property in good repair and free of hazards.

A serious pest infestation is one of the hazards the council's housing team can assess. Tenants who report bed bugs and get no response can contact the council's private housing team, so a landlord who acts quickly and keeps records is in a much stronger position.

Fallowfield, Rusholme and Withington

These three areas between the University of Manchester and Didsbury hold one of the densest student populations in Britain, mostly in Victorian and Edwardian terraces converted to five and six bedrooms. Furniture changes hands every summer, mattresses are left in back alleys, and luggage arrives from all over the world each September. That is the pattern bed bugs follow.

The landlords who have least trouble do three things: an inspection at every changeover, mattress encasements on every bed, and a rule that second-hand furniture is checked before it comes inside. Encasements cost about £20 to £50 each and make any future inspection much quicker.

For tenants and students

Tell your landlord or agent in writing as soon as you find signs, with photos and the date. Keep sleeping in your own bed, because moving to the sofa spreads them. Do not buy shop sprays: they scatter the bugs into the walls and make the professional treatment slower.

If you live in university halls or a purpose-built block, report it to the accommodation office or building manager straight away. They have their own contractors and will normally check the rooms either side of yours.

Questions from tenants and landlords

01Who pays for bed bug treatment in a Manchester student house?
Usually the landlord, because a shared house has to be treated as a whole and no single tenant can do that. The tenancy agreement and when the bugs appeared also matter. If you cannot agree, the council's private housing team can advise.
02Can my landlord make me pay?
Only in limited cases, such as a self-contained flat where the bugs clearly came from something you brought in well into the tenancy. Get the inspector's finding in writing: it is the best evidence of where they came from.
03Can we stay in the house during treatment?
Yes, for a spray course, once the technician says each room is safe again, usually after a few hours. For heat, everyone is out for the day.
04Should a landlord treat between every tenancy?
Not automatically, but an inspection at changeover is cheap insurance in a student house, and mattress encasements on every bed make problems easier to spot early.
